Vanguard's Bid Protest Against FEMA Stays Alive

Law360, New York (June 1, 2011, 2:54 PM EDT) -- A federal judge refused Friday to toss Vanguard Recovery Assistance's lawsuit accusing the Federal Emergency Management Agency of favoring incumbent contractors despite evidence of their inefficiency when evaluating bids for open-ended post-disaster relief contracts.

The suit is the latest in a string of protests over the contracts by Vanguard, which filed a complaint in the U.S. Court of Federal Claims under seal Jan. 13 after learning that FEMA planned to award the contracts to four other companies, who later joined the action as intervenor-defendants.
