Calif. Assembly OKs Health Insurance Rate Regulation

Law360, New York (June 3, 2011, 5:03 PM EDT) -- The California State Assembly on Thursday passed a controversial bill that would subject health insurers to the same rate regulation as car and home insurers by allowing state regulators to reject or modify rate increases deemed excessive.

Assembly Bill 52, co-authored by Assembly members Mike Feuer, D-Los Angeles, and Jared Huffman, D-San Rafael, passed by a 44-27 vote, with all votes in favor of the measure coming from Democrats after the entire Republican caucus walked off the floor when the measure was first taken up. The...
