Massey Could Have Prevented Fatal Mine Blast: DOL

Law360, New York (June 29, 2011, 5:57 PM EDT) -- Massey Energy Co. could have prevented an explosion that killed 29 workers at the Upper Big Branch Mine in West Virginia last year, U.S. Department of Labor officials said Wednesday.

In a hearing in Beaver, W.Va., on the investigation of the accident, officials from the Mine Safety and Health Administration said that missing and defective water sprays failed to stop an initial methane gas ignition that later created a massive coal dust explosion.
