Paper Maker Didn't Dodge Anti-Dumping Duties: Suit

Law360, New York (September 7, 2011, 6:48 PM EDT) -- Vietnamese paper company Max Fortune Vietnam Paper Products Co. Ltd. launched a lawsuit Tuesday in the U.S. Court of International Trade challenging the U.S. Department of Commerce's determination that it had dodged anti-dumping duties on tissue paper from China.

Commerce published a final determination in the Federal Register on Aug. 5, saying that Max Fortune, a subsidiary of Hong Kong-based Max Fortune Industrial Co. Ltd., had circumvented the anti-dumping duty order by producing or exporting tissue paper from Vietnam to the U.S. that was made from...
