Commerce Defends Zeroing In Steel Admin Review

Law360, New York (October 14, 2011, 7:19 PM EDT) -- The U.S. Department of Commerce on Thursday defended its decision to continue to use zeroing in administrative reviews of anti-dumping duties, arguing against Union Steel and Dongbu Steel Co. Ltd.'s challenge to rates for certain flat-steel products.

The companies are trying to overturn dumping margins calculated in administrative reviews for South Korean corrosion-resistant carbon steel flat products by arguing in the U.S. Court of International Trade that Commerce could not legally interpret the same statutory provision to allow the use of zeroing in administrative reviews while...
