Texas Fines Valero, Conoco Over Air Quality Violations

Law360, New York (October 18, 2011, 7:51 PM EDT) -- The Texas Commission on Environmental Quality on Tuesday announced $1.2 million in fines for violations of state regulations by 66 entities, including almost $600,000 against Valero Refining Texas LP and $142,000 against ConocoPhillips Co. for air quality violations.

Valero has to pay $591,798 for releasing almost 900,000 pounds of volatile organic compounds — including 15,000 pounds of hazardous air pollutants — during a three-month-long leak in a refinery cooling tower beginning in May 2008 and for preventing emissions from a second leak in September 2008....
