Law360, New York (January 20, 2012, 5:29 PM EST) -- The Ninth Circuit on Friday ruled that the U.S. Environmental Protection Agency erred in using outdated data in its approval of the 2004 air cleanup plan for California's San Joaquin Valley area that did not meet national air quality standards.
