Texas Says New Maps Are Partisan, Not Racist

Law360, Washington (January 31, 2012, 6:56 PM EST) -- The state of Texas made its final case to a Washington federal court Tuesday that its legislature's challenged congressional and state government redistricting maps had been redrawn with partisan motives, rather than racially discriminatory intent, fighting skepticism from the special three-judge panel.

Texas is seeking preclearance for the redistricting plan under Section 5 of the Voting Rights Act. The U.S. Department of Justice says it believes the redistricting plan was "adopted with a discriminatory purpose" and "has a retrogressive effect" on the voting strength of minority...
