US Finds Russian Co. Did Not Dump Specialty Metal

Law360, New York (February 7, 2012, 7:31 PM EST) -- The U.S. Department of Commerce found Russian imports of vanadium pentoxide were not being used to bypass existing trade duties on ferrovanadium, an alloy used to strengthen steel, or harm domestic producers, according to a Federal Register notice to be published Wednesday.

In a preliminary determination, Commerce found that transforming imports of vanadium pentoxide from Russia into ferrovanadium in the U.S. required more than just simple conversion and, as such, did not constitute a circumvention of the anti-dumping duty order in place on ferrovanadium and nitrided...
