Zeroing Fight To Continue Despite DOC's Vow To Change

Law360, New York (February 21, 2012, 1:39 PM EST) -- Despite a recent announcement by the U.S. Department of Commerce that it will stop using zeroing in administrative reviews of anti-dumping duties, the years-long battle over the controversial methodology is far from over, attorneys say.

In a Federal Register notice published Feb. 14, Commerce said that beginning April 16, it would change its methodology for calculating dumping margins in administrative reviews to exclude the use of zeroing, which the World Trade Organization has ruled repeatedly is inconsistent with its rules.
