An End To Zeroing?

Law360, New York (February 24, 2012, 1:40 PM EST) -- On Feb. 14, 2012, the U.S. Department of Commerce published a final regulation that will change significantly its method of calculating anti-dumping duties in annual administrative reviews of anti-dumping duty orders, by eliminating in most cases a practice known as “zeroing.”

This change is significant to importers because it will likely result in lower dumping margins in most administrative reviews than under the DOC’s current calculation method, and in some cases may eliminate anti-dumping duty margins altogether. While the new policy on its face may appear...
