Cuomo Bid For Sweeping Budget Power Alarms Fracking Foes

Law360, New York (March 16, 2012, 5:07 PM EDT) -- Language in New York Gov. Andrew Cuomo's $133 billion proposed budget that allows for money to be “interchanged without limit” between state agencies has triggered a backlash from environmentalists, who see a backdoor move into natural gas drilling as a potential result.

The so-called transfer language appears throughout the governor's 777-page proposed state operations budget and essentially says appropriations may be interchanged, transferred between state agencies or shifted between governmental departments with the approval only of Cuomo's budget director Robert L. Megna.
