Landowners Could Sidestep NY Fracking Ban

Law360, New York (March 29, 2012, 7:37 PM EDT) -- A group of New York landowners could bypass the state's effective ban on hydraulic fracturing and allow drilling on their property by using propane instead of water in the fracking process, the New York Department of Environmental Conservation confirmed Thursday.

The landowners, members of a group called Southern Tier Energy Partners LLC, signed an agreement earlier this week with environmental consultant eCORP International LLC to lease 135,000 acres of Marcellus Shale land in Tioga County for oil and gas development.
