Contractors Must Offer Jobs To Predecessor Workers, Feds Say

By Dietrich Knauth (May 2, 2012, 4:02 PM EDT) -- The U.S. Department of Defense, the General Services Administration and NASA on Wednesday unveiled regulations that implement a presidential order requiring government contractors that take over service work from other companies to offer jobs to the predecessors' employees.

The proposed rule, which will be published in Thursday's Federal Register, will enforce Executive Order 13495, on "Nondisplacement of Qualified Workers Under Service Contracts," which President Barack Obama signed shortly after taking office in January 2009.

The agencies will seek comments on the rule before making it permanent, asking contractors for advice on how to make sure a former contractor's employees are aware...
