Contractors Say DC Hiring Law Is Unconstitutional

Law360, New York (May 30, 2012, 6:52 PM EDT) -- A group of government contractors and workers on Friday sued the District of Columbia over its policy of preferential hiring for district residents, saying the policy unconstitutionally discriminates against qualified workers who live outside city limits.

Because the city's First Source Employment Act requires contractors to hire workers who live within city limits when they work on projects that receive funding from the district, the plaintiffs can't hire based solely on workers' merits, according to the complaint, filed by the Metro Washington chapter of Associated Builders...
