Anti-Tax Group's Appeal Could Stymie Calif. Budget Bills

Law360, San Diego (July 10, 2012, 10:28 PM EDT) -- An anti-tax group on Monday brought an appeal contesting the enactment of a budget trailer bill that boosted California Gov. Jerry Brown's tax initiative to the top of the November ballot, and a ruling in the group's favor could put limits on state lawmakers' power to push through budget-related measures.

The Howard Jarvis Taxpayers Association filed its appeal with a California appeals court, claiming A.B. 1499 should be invalidated because the Democratic majority improperly bypassed constitutional requirements related to urgency bills that require a two-thirds vote...
