Hydro-Quebec Targeted In Market Manipulation Probe

Law360, New York (September 28, 2007, 12:00 AM EDT) -- The U.S. Federal Energy Regulatory Commission on Wednesday ordered a probe into Hydro-Quebec, Canada's largest electric utility, in response to a complaint alleging the company manipulated energy markets in New York.

In a complaint filed with FERC in June by power trading firm DC Energy LLC against HQ Energy Services Inc., Hydro-Quebec's marketing arm in the U.S., DC accused Hydro-Quebec of engaging in an "elaborate scheme" that "appears to be specifically designed to immunize HQ Energy from competition,” according to the complaint.
