Texas Mulls How To Fund ACA, Seeks Feds' Input On Exchanges

Law360, New York (August 1, 2012, 8:25 PM EDT) -- Texas' top insurance regulator on Wednesday said state lawmakers must confront how to pay for costs imposed by the Patient Protection and Affordable Care Act and that federal guidance is needed concerning the mechanics of a mandated insurance exchange.

Appearing before the Texas Senate committees for Health and Human Services and State Affairs, Texas Department of Insurance Commissioner Eleanor Kitzman said she has more questions than answers about implementing ACA requirements and how to pay for them.
