Calif. Gov. Brown Floats $14B Water Tunnel Proposal

Law360, San Diego (July 25, 2012, 8:47 PM EDT) -- Calling California's water system unsustainable, Gov. Jerry Brown and federal officials on Wednesday revealed a $14 billion proposal to construct a pair of tunnels to transport water from the Sacramento-San Joaquin River Delta to cities and farms in Southern California.
