Law360, San Diego (August 14, 2012, 9:48 PM EDT) -- California's cap-and-trade program came under fire at a Tuesday informational hearing from manufacturers that said it would erode their competitiveness and ability to survive in the state, and from lawmakers who questioned whether the benefits of the program outweighed the costs.
