Law360, New York (August 17, 2012, 5:46 PM EDT) -- The Second Circuit on Friday said a plaintiff seeking to sue collection agency United Collection Bureau Inc. over allegedly improper phone messages is not bound to a class action settlement because the notice for it — one ad in an issue of USA Today — was inadequate.
