LA Council Bars Highway Project From Rising Over City

Law360, New York (August 28, 2012, 5:58 PM EDT) -- The Los Angeles City Council passed a resolution Tuesday blocking any aboveground alternatives of a controversial, potentially multibillion-dollar highway extension project proposed by the state's transportation agency.

In a unanimous vote by the 11-member council, the resolution effectively blocked five official alternatives of the project and any other future alternatives that would create an aboveground highway or freeway. The decision is just the latest hurdle to be lodged at the California Department of Transportation, which has bandied about a proposal to close a 4.5 mile gap...
