GAO Says Obama Welfare Policy Must Go Before Congress

Law360, New York (September 4, 2012, 9:44 PM EDT) -- The U.S. Government Accountability Office held Tuesday that the Obama administration’s welfare program must be submitted to Congress, rejecting the U.S. Health and Human Services Department’s argument that the program does not amount to a rule under the Congressional Review Act.

The decision marked a win for Republicans who have derided the program, including Sen. Orrin Hatch, R-Utah, who praised the GAO’s decision Tuesday.
