Law360, New York (October 29, 2012, 4:27 PM EDT) -- The National Labor Relations Board on Friday urged the D.C. Circuit to reject a Noel Corp. unit's claim that the president's January recess appointments to the board were invalid because the Senate was not truly in recess at the time.
