White House Releases ACA Rules On Exchanges, Wellness Plans

Law360, New York (November 20, 2012, 9:07 PM EST) -- The Obama administration proposed rules Tuesday to implement key portions of the Affordable Care Act, including regulations laying out the benefits that exchange plans must offer, establishing rules for employer wellness plans and barring insurance companies from discriminating against the sick.

The rules mark a leap forward in implementation of the ACA as federal regulators attempt to get the biggest moving parts — the health insurance exchanges — ready to go live on Jan. 1, 2014.
