New ACA Rules Foggy On Drug Coverage, Multistate Plans
By Rachel Slajda (November 27, 2012, 8:19 PM EST) -- Although the major Affordable Care Act rules issued last week provide much-needed guidance to states, insurers and employers, some ambiguities remain concerning how generous prescription drug benefits must be and how the law's multistate plans will be structured.
The U.S. Department of Health and Human Services last week issued three proposed rules implementing the ACA: one on the essential health benefits that exchange plans must offer, one on insurance market reforms such as guaranteed issue and one on employer wellness incentive programs.
