Texas Bill Would Lower Rights Threshold In Energy Projects

Law360, New York (November 30, 2012, 10:01 PM EST) -- A Texas state legislator introduced a bill Thursday that would allow development of oil and gas fields if a supermajority of the mineral rights owners of a field agree to it, lowering the threshold from the unanimous approval currently needed for development under state law.

H.B. 100, known as the Oil and Gas Majority Rights Protection Act, would allow field development if at least 70 percent of owners in a pool agree to it, according to the bill's sponsor, Rep. Van Taylor, R-Plano.
