4th Circ. Strikes DOL Changes To Guest Worker Program

Law360, New York (December 21, 2012, 7:53 PM EST) -- The Fourth Circuit on Friday vacated the U.S. Department of Labor's 2009 decision to suspend regulations for the "guest worker" program — a move that would have required agricultural employers to pay temporary workers higher wages — saying the agency didn't provide proper noticing requirements before making the changes.
