FCC Overstepped Power With Dish Rules, DC Circ. Says

Circuit on Tuesday ordered the Federal Communications Commission to review decisions it made imposing encoding rules on satellite television carriers such as Dish Network LLC that allow consumers to replace set-top boxes with “plug and play” televisions.

Satellite TV company Dish appealed the FCC's decisions because they included the encoding rules, banning certain methods that satellite providers use to prevent unauthorized access to their TV broadcasts, according to Tuesday's decision.
