Law360, New York (January 16, 2013, 4:30 PM EST) -- The First Circuit on Tuesday overturned a lower court’s ruling that deemed unconstitutional a $16 million federal contract award tasking a Catholic organization with providing services to human-trafficking victims in light of religious health care restrictions, finding the case is moot since the contract has expired.
