Texas Rep. Wants Oil, Gas Taxes To Pay For Shale Play Roads

Law360, Houston (January 17, 2013, 8:46 PM EST) -- A Texas lawmaker on Wednesday proposed legislation designed to defray road construction and repair costs in counties where bustling oil and gas development has strained the limits of infrastructure, through the creation of transportation districts and diversion of tax revenues.

Rep. Ryan Guillen, D-Rio Grande City, authored a pair of bills that would authorize a constitutional amendment dedicating a portion of the state’s oil and gas tax revenue to road projects in counties where shale formations are located and would allow those counties to pool resources...
