2 Philly Traffic Court Judges Plead Guilty To Ticket-Fixing

Law360, Philadelphia (February 12, 2013, 2:59 PM EST) -- Two Philadelphia traffic court judges Tuesday pled guilty to participating in a ticket-fixing scheme that has implicated a total of nine current and former judges.

H. Warren Hogeland and Kenneth Miller — both of whom sat on other courts in the Philadelphia area, but accepted assignments with traffic court when their services were requested — pled guilty to mail fraud. Hogeland also copped to a conspiracy charge.
