USAID Denied Nexant Fair Shot At $14M Contract, GAO Says

Law360, New York (February 21, 2013, 9:15 PM EST) -- The U.S. Government Accountability Office on Tuesday ruled that the U.S. Agency for International Development denied Nexant Inc. a fair shot at a $14 million private finance consulting contract awarded to Deloitte Consulting LLP, saying USAID should have informed the contractor of specific weaknesses in its proposal during negotiations.

Nexant, whose proposal was slightly cheaper than Deloitte’s, argued that the agency engaged in misleading discussions by failing to spell out its actual concerns in a way that would have allowed the contractor to meaningfully respond. Nexant...
