NJ Regulator Struggles To Ease Offshore Wind Worries

Law360, New York (February 21, 2013, 10:32 PM EST) -- Although it provided new guidance this week to aspiring offshore wind developers in New Jersey, the state's energy regulator is still struggling to quell concerns over offshore projects' profitability, as experts say a new proposal for monetizing them could create dramatic market fluctuations and unnecessary administrative burdens.

In amended rules it published in the state register Tuesday, New Jersey's Board of Public Utilities explained the application process and the standards it will use to approve offshore wind projects.
