Law360, Philadelphia (March 18, 2013, 3:05 PM EDT) -- An attorney for the city of Philadelphia on Monday asked a state judge to allow precomplaint discovery against a former contractor for the city’s Sheriff’s Office, claiming that access to key documents will better allow the city to detail a massive fraud scheme.
