Gov. Brown Approves Plan To Link Carbon Market With Quebec

Law360, San Diego (April 9, 2013, 11:06 PM EDT) -- California Gov. Jerry Brown on Monday cleared the way for the California Air Resources Board to move forward with a proposal to link the state’s cap-and-trade program for reducing greenhouse gas emissions with a similar system in Quebec.

Brown sent a letter to CARB Chair Mary Nichols stating that the agency’s bid to link California's and Quebec’s programs and pursue a joint auction where companies could buy and sell carbon allowances across borders met all the requirements under state law.
