NYC Tobacco-Limit Opponents Question Bill's Constitutionality

Law360, New York (May 2, 2013, 8:24 PM EDT) -- Representatives for tobacco retailers argued to New York City lawmakers on Thursday that a proposal to ban the public display of tobacco products would be unconstitutional, in a hearing over a trio of bills that would restrict sales of the products.

In addition to the proposed display ban, the New York City Council is considering a bill that would raise the legal age for purchasing tobacco products from 18 to 21, and a bill that would ban the sale of discounted tobacco products, among other provisions....
