Texas Lawmakers Scuttle Bill To Reform Energy Agency

Law360, Houston (May 15, 2013, 4:54 PM EDT) -- Texas lawmakers on Tuesday killed legislation designed to promote transparency and eliminate perceived industry influence over the state’s regulator of oil and gas development by restricting campaign contributions to its elected leadership and imposing tougher enforcement standards.

S.B. 212, authored by Sen. Robert Nichols, R-Jacksonville, could not muster enough support among members of the House Energy Resources Committee, who were divided over provisions in the bill that would have forced the Texas Railroad Commission to adopt clear enforcement policies and penalty guidelines and impose strict limits...
