5th Circ. Upholds Texas' Under-21 Concealed Gun Ban

Law360, New York (May 21, 2013, 1:37 PM EDT) -- The Fifth Circuit on Monday struck the National Rifle Association of America's challenge against a Texas law that bars 18- to 20-year-olds from carrying concealed handguns in public, saying it doesn't violate the Second Amendment because Texas has an important interest in maintaining public safety.

The appellate court said the law is acceptable because it has a temporary effect and was narrowly crafted, as it still allows 18- to 20-year-old handgun owners to use their firearms in their homes or vehicles.
