Obama Climate Plan Cuts Power Plants' Carbon Emissions

Law360, New York (June 25, 2013, 12:01 PM EDT) -- President Barack Obama laid out his climate change action plan on Tuesday, calling for federal regulators to enact greenhouse gas emissions standards for both new and existing power plants and insisting that he will not approve the controversial Keystone XL pipeline if the project seriously increases carbon pollution.
