NY Floats Tighter CO2 Caps In Northeast US Emissions Pact

Law360, New York (July 11, 2013, 4:06 PM EDT) -- New York State published a new proposal Wednesday to continue constraining emissions of carbon dioxide from power plants, as part of a northeastern U.S. greenhouse reduction effort, by locking in cap-and-trade reductions already in place and further shrinking emissions incrementally through 2020.

The proposal to strengthen the program, known as the Regional Greenhouse Gas Initiative, was published by the New York State Department of Environmental Conservation, which started the clock on a 60-day public comment period through Sept. 9.
