Philly Defends Political Donation Ban On Cops In 3rd Circ.

Law360, New York (July 12, 2013, 4:51 PM EDT) -- The city of Philadelphia urged the Third Circuit on Thursday to reject a constitutional challenge to a provision of the Philadelphia Home Rule Charter banning members of the Philadelphia Police Department from making political contributions, saying the ban justifiably protects public interests.

The city asked the Third Circuit to affirm a Pennsylvania federal court's Feb. 21 ruling upholding the ban, saying the restriction has effectively deterred a real and well-documented threat to city government operations and that public interests trump police officers' freedom of political expression....
