San Antonio Constables Lose Collective Bargaining Appeal

Law360, Dallas (July 17, 2013, 7:46 PM EDT) -- A Texas appeals court on Wednesday found San Antonio’s constables don’t qualify as “police officers” under a state statute giving some public safety workers collective bargaining rights and said the constables lack standing to sue the county for refusing to negotiate with them.

The Fourth District Court of Appeals reversed a trial judge’s ruling that had found the Deputy Constables Association for Bexar County had standing to sue Bexar County Judge Nelson Wolff and county commissioners. The panel said under Chapter 174 of the Local Government...
