FLRA Rule Change Overburdens Employees: Union

Law360 (February 19, 2008, 12:00 AM EST) -- A controversial revision to the Federal Labor Relations Authority's rules on unfair labor practice proceedings against the government went into effect on Tuesday, despite complaints that the measure skews the agency's bias away from employees.
