EU Kicks Russian Car Recycling Fee Row Into Litigious Gear

Law360, New York (October 10, 2013, 1:42 PM EDT) -- The European Union on Thursday asked the World Trade Organization to convene a dispute settlement panel to hear its complaint against Russia over fees that the country charges on imported cars, formally abandoning its efforts to settle the issue without litigation.

The EU and Russia held bilateral discussions in July regarding the fees, which Russia says are aimed at promoting the purchase of newer, greener car models. The EU has alleged that the fees constitute a discriminatory measure meant to shield Russia's producers from foreign competition....
