Although the action plan does not impose legally enforceable obligations and lacks a specific schedule for implementation, the pact still sets out an unprecedented number of aspirational measures. These measures cover a variety of areas, including carbon pricing, transportation, greenhouse gas reduction targets, energy efficiency and renewable energy, transmission projects and the development of climate-resilient infrastructure....
