Law360, New York (December 2, 2013, 5:17 PM EST) -- State sales tax cuts trailed far behind personal and corporate income tax reform in 2013, according to a recent report by the American Legislative Exchange Council, but experts say the shift is purposeful because sales taxes are increasingly regarded as dependable and stable sources of revenue.

According to ALEC's Nov. 20 report, 18 states cut taxes this year, ranging from sweeping reforms in North Carolina that instituted a flat tax on personal income to hyperspecific reform in Mississippi that will exempt the state's manufacturers from paying...
