Texas Proposes Screenings, Guidelines For ACA Navigators

Law360, New York (December 4, 2013, 6:17 PM EST) -- The Texas Department of Insurance on Wednesday proposed rules subjecting individuals who provide public outreach and advice about the Affordable Care Act to criminal and financial screenings and prohibiting them from dispensing advice on specific insurance plans, the latest state to brand federal standards covering the so-called navigators inadequate.

If finalized, the rules would add Texas to the growing number of states that have layered additional certification requirements and codes of conduct on the navigators, who are employees of federal grant recipients tasked with guiding consumers...
