FERC Dings Western Power Cos. Over 2011 Blackout

Law360, New York (January 23, 2014, 4:26 PM EST) -- Federal Energy Regulatory Commission enforcement staff on Wednesday accused six entities of violating grid reliability standards in connection with a 2011 blackout that knocked out power for 2.7 million customers in Southern California, Arizona and northern Mexico.

In a notice of alleged violations, FERC staff said it had preliminarily determined that utilities Southern California Edison, Arizona Public Service Co. and Imperial Irrigation District, grid operator California Independent System Operator Corp., federal power marketer Western Area Power Administration and the Western Electricity Coordinating Council's Reliability Coordinator violated...
