Future Of Water Project Financing In Texas

Law360, New York (February 3, 2014, 5:06 PM EST) -- Water projects in Texas have historically been funded through a combination of government grants and municipal funding. A variety of state and federal assistance programs provide low-interest loans for either drinking or wastewater projects. These programs are primarily used to supplement funding from local municipalities. However, appropriations for some of the assistance programs, including the U.S. Environmental Protection Agency’s state revolving fund (SRF) for loans, have declined in recent years. This has led federal and state governments to consider additional programs to supplement funding.
